That's a tricky one.. I don't ever seek to defend Horner, I see him as a turd of a man. But logically there's every reason to believe that it was the corporate Red Bull overlords and marketing teams simply didn't want verstappen snr/Horner agitator/wife beater getting any light or attention this weekend.

I can imagine Horner himself either wouldn't have cared either way, or potentially would have seen it as a PR positive from a personal perspective to show support for Jos doing the drive - he could easily have spun it as further 'evidence' that everything was friendly and lovely at the team and with the verstappen's.

My gut tells me this was not a Horner decision, but easy for the media to play it up as such.

Irrespective of who exactly told Jos to withdraw from the event, it’s yet another example of the machinations still going on behind the scenes at the team, and the struggle for power. Even as their on-track success continues, it’s clear that all is far from good.
